NON-FLAMMABLE AEROSOL SELF DEFENSE SPRAY UNITS CONTAINING THE EXTRACT OF THE
CAYENNE PEPPER [OLEORESIN CAPSICUM]
Undoubtedly, law enforcement agencies have heard of the
efficacy of self defense sprays containing Oleoresin Capsicum. Capsicum, also
known as "OC", is an extract of the cayenne pepper. The active
ingredients are capsaicinoids and are so powerful in their irritating capacity
that they can drive away grizzly bears. In the past few years, Capsicum sprays,
due to their efficacy, have become universally adopted by law enforcement
agencies even replacing the older standards of tear gas [CS] and Mace [CN].
Capsaicin's mode of action is due to its ability to behave as a potent, fast
acting inflammatory agent of short duration. When formulated as a non-flammable,
high pressure spray, like our product, the AVENGER, capsicum will cause the
assailant's eyes to slam shut, send the respiratory system into spasms, and
create an intense burning pain in the affected mucous membranes. This unpleasant
experience will last for 30-60 minutes immobilizing wild animals, vicious dogs,
those under the influence of alcohol and/or narcotics [including 'crack' and PCP]
and the psychologically disturbed. The response from the capsaicin spray is
involuntary! It should be noted that the effects from AVENGER spray are
instantaneous causing immediate pain and disorientation. Those targeted by the
spray will experience burning of the eyes, nasal passages, mouth, and skin areas
creating copious tears, nasal discharge, nausea, and tightening of the chest.
AVENGER will abate a non-compliant suspect to
acquiescence in seconds... all without unnecessary force….. or the bad press
which accompanies alleged police brutality. Even suspects under the influence of
PCP have had their aggression neutralized by OC spray where the physical effort
of several officers was once required. In many cases, the use of deadly force
can be averted! This literally means that arrests are made much more quickly and
efficiently.
Suspects will not require costly medical attention afterwards. Arresting officers will be able to return to their rounds in less time. Most important, AVENGER will not cause permanent injury, thereby lowering departmental liability. Many law enforcement agencies have reported that their litigation rate has been reduced by the judicious use of pepper spray. Again, it is important to stress that our AVENGER formulation is non-flammable. Another advantage to AVENGER is our new, proprietary flip-top safety cap and valve which can deliver 20-30 one second bursts that spread to a 2' wide pattern having an honest effective range of 12 feet. AVENGER also contains in its formulation a colorless ultraviolet indicating dye which we call "Invisible Fingerprint". Perpetrators that get away can be positively identified by traces of this invisible dye on their personal effects by the forensics lab as a another method of linking the suspect to a crime scene.
BROAD ACCEPTANCE: In the past few years, law enforcement agencies across the country have routinely adopted the use of pepper sprays as a safe and effective method of incapacitating violent or would -be threatening subjects. We have found that many departments have established in-house protocols and training procedures for the tactical use of pepper spray.
LEGAL
REGULATIONS: Pepper Spray is LEGAL in all 50 states. However, possession and/or
use may be regulated or restricted by law in some jurisdictions. If you have any

- Must have Firearms Identification card ( FID ). Massachusetts residents may
only purchase defense sprays from licensed Firearms Dealers in that state.

York -
Must be purchased from a New York state licensed firearm dealer or pharmacist.
Michigan: OC Pepper Spray can be no stronger then a 2% concentrate. CS is the
only Tear Gas accepted and can be no larger then 35 grams per can. No
combination spray allowed.
Wisconson:
Pepper only. No Tear gas, UV Dye or combination sprays. OC can be no
stronger then a 10% solution. Can must be between 15-60 grams only. Must have
safety feature.

NATURAL
ORIGIN: In contrast to the synthetic chemical agents Mace [CN] or Tear Gas [CS],
oleoresin capsicum [OC] is derived from the oily extract of food grade cayenne
peppers. We utilize the same starting material that is used to manufacture
commercial 'hot sauces' in our pepper sprays. OC is a non-residual irritant and
can be decontaminated from the subject with soap and water or "baby wipe"
type of pre-moistened towelette.
ALL OUR SPRAYS ARE NONFLAMMABLE
INSTANTANEOUS EFFECT: The physiological effect from the administration of OC as a fine particle spray immediately incapacitates subjects by inducing an intense burning pain. Affected mucous membranes swell up and create a discharge; the eyes slam shut rendering the perpetrator to be temporarily blinded. When inhaled, the breathing will be cut down to short spastic breaths. Subjects who are oblivious to pain, like those under the influence of PCP, lose their physical strength, ability, and will to fight and can be managed by OC spray application with little resistance due to these physiological effects.
NON-LETHAL
ALTERNATIVE: Police usually rank OC spray just after physical restraintive
compliance and before the use of impact weapons in the use-of-force continuum.
Specific guidelines for the use of OC are usually required by most agencies.
Standard operating procedures will mandate that OC is appropriate for use with
actively combative subjects that resist arrest, where physical control
techniques are necessitated, or when there is a danger of officer injury. The
judicious use of OC sprays can preempt the need for lethal force and prevent
serious injury from occurring to either arresting officer or perpetrator. In the
hands of policewomen, undercover agents, SWAT teams, and security personnel,
pepper gas can make an excellent tactical device to gain tactical advantage and
mitigate hostile situations from escalating.
DECREASES LITIGATION: This is because there is no long term side effects or health risks that are associated with OC spray. The FBI Firearms Training Unit [FTU] conducted research to determine the most effective chemical deterrent to be carried by its field agents. Along with information provided by the US Army Chemical Research Center, FTU approved the use of oleoresin capsicum. Police agencies that responded to the FTU questionnaire did not report medical problems as a result of use. Police departments that use OC aerosols report little, if any, litigation initiated from the use of pepper spray on combative subjects. Various courts have upheld the use of chemical irritants when properly employed, and OC litigation has been similarly resolved when use is justified.
MATERIALS
OF CONSTRUCTION: It is our commitment to use the highest quality materials.
Our overcap is made from high impact, chemically resistant materials. The spray
is trained through actuator barrel for accurate dispensing. The cans are
one-piece aluminium with a 300 p.s.i. burst rating. The valves are aluminium for
compatibility with the can and have an internal stainless steel spring and
fluorpolymer gasket for enhanced chemical resistance to prevent leakage. Our
oleoresin capsicum comes from a national source that is tested for capsaicin
concentration with each lot.

4: REACTIVITY DATA
CONDITIONS TO AVOID: EXCESS HEAT!
STABILITY: Stable from freezing to ambient temperatures; avoid excess heat or temperatures above 130oF.
HAZARDOUS DECOMPOSITION PRODUCTS: PHOSGENE may be produced by heat occurring in a fire.
HAZARDUS POLYMERIZATION: Will not occur.
INCOMPATABILITY: Avoid placing cans in a corrosive environment. Do not store in an automobile where heat can build up and cause the cans to rupture.
Store in a cool, dry area.
5: HEALTH HAZARD
INHALATION: Will cause severe, temporary breathing spasms that will last from 15 –45 minutes.
IF IN EYES: Extremely Irritating for 1 –2 hours. No permanent damage will arise from any of the components
IF ON SKIN: Will cause temporary redness that will last for up to 24 hours. Skin will be sensitive for 12 – 48 hours. No permanent affects have been reported.
IF INGESTED: Due to the pungency and burning pain from capsicum, it is highly unlikely anyone would be capable of ingesting this product.
CHRONIC EXPOSURE: To date, there has been very little documentation of permanent injury from capsicum. Capsaicin, the active ingredient, is also a component in skin creams for chronic pain.
6: EMERGENCY & FIRST AID PROCEDURES
INHALATION: Highly Inflammatory! Should not stop breathing. Remove subject to fresh air. If subject stops breathing; initiate artificial respiration.
EYE CONTACT: Will cause eyes to immediately slam shut. Flush eyes with plenty of cool water. Use of a cold compress will help; wipe away excess capsicum with a pre-moistened towelette.
SKIN CONTACT: Wash with soap and water. Do not touch your eyes!
INGESTION: Will cause an immediate spitting and choking response. Flush mouth with plenty of water.
SHOULD AN EMERGENCY SITUATION OCCUR, SEEK MEDICAL ATTENTION IMMEDIATELY. IF ANY SYMPTOMS PERSIST BEYOND ANY REASONABLE AMOUNT OF TIME, SEEK MEDICAL ATTENTION.
7: SPILL & LEAK PROCEDURES
SMALL SPILLS & LEAKS: Remove containers that are leaking; wrap them in paper and place in appropriate waste collection containers.
LARGE SPILLS: This product will evaporate leaving behind a thick, oily residue of pepper extract. Mop up with an industrial cleanser and dispose of rinsate into sewer.
8: SPECIAL PROTECTION
VENTILATION: Store in a cool, dry area under normal ventilation.
CONTACT: Wherever contact may occur, use protective glasses to protect eyes and rubber gloves to protect skin.
